ACT Insulation Compliance Certificate & Assessment

ACT Properties Only

Arcsite, in partnership with Residential Reports, provides insulation compliance audits for ACT rental properties. Under new regulations from April 2023, properties with no ceiling insulation or insulation rated below R2 must be upgraded to R5. Landlords must disclose compliance in all advertisements and new tenancy agreements. The rules phase in until November 2026, with a nine-month deadline from each new lease to meet the standard. Arcsite offers cost-effective assessments, upgrade advice, and certification to confirm compliance for use in rental marketing and agreements

Our assessment process helps identify current insulation levels, provide clear documentation, and guide you through the next steps if improvements are required.

ACT Insulation Compliance Requirements For Rental Properties

ACT rental properties must meet minimum insulation requirements to support energy efficiency and tenant comfort.

An insulation compliance assessment helps confirm whether the existing ceiling insulation meets the required standard and provides documentation to support compliance.

Arcsite helps property owners and managers understand the current condition of their insulation by assessing factors such as insulation presence, R-value, and overall compliance status.

Whether you manage a single rental property or multiple properties, having clear insulation records helps make compliance management easier.

What Is An Insulation Assessment?

An insulation assessment is a professional inspection that evaluates the condition and performance of the insulation within a property.

During the assessment, Arcsite reviews the existing ceiling insulation and gathers the information needed to determine whether the property meets the applicable requirements.

The assessment includes:

Ceiling Insulation Review

The inspection begins with a review of the existing ceiling insulation to confirm its presence, condition, and coverage across the accessible areas of the roof cavity. This helps identify whether insulation has been installed correctly, whether there are areas with missing or insufficient insulation, and whether the current insulation level may require further attention.

R-Value Assessment

The existing insulation is assessed to determine its current R-value, which measures the thermal resistance and performance level of the insulation. Understanding the R-value helps determine whether the property’s insulation meets the required standard and provides a clearer picture of the current insulation performance.

Compliance Documentation

Following the assessment, the findings are documented to provide a clear record of the property’s insulation status. Where the property meets the applicable requirements, the assessment findings can support the preparation of insulation compliance documentation.
